Basics
Mordecai is selectively mute, he doesn't tend to communicate with people using words or any other methods, he mostly gets by on expression alone. He can talk, he just chooses not to, there's no specific reason he just dislikes doing it. It's nothing to do with the sound of his voice or anything like that, he's just a quiet person. He enjoys working with cameras, following Montague, acting as his personal cameraman, Mordecai will do what he deems necessary to get the perfect shot and it's almost always recording. Even if you don't see him holding a camera just assume that there's one on his person. He's well mannered but comes off rude with his lack of conversing, luckily the people he works with tend to understand him very easily.

About
Mordecai has grown up with people judging him and mocking him for the way he is, truth is he doesn't really care how people look at him, he's just living life for himself. He barely smiles and only really seems to emote when he is uncomfortable or disgusted by something, but he does have people that enjoy him the way he is. Mordecai is far from an interesting person but he's comfortable and as far as he is concerned that's all that matters.
