Quirk Epigenesis
His body is a host to pathogens which continuously evolve, learn, and grow. To adapt properties, he needs to digest materials which have those properties (drugs, flesh of quirk users, etc). He can release these pathogens (ideally onto other people) upon which they spread like a real disease.
Limitations:
- needs to digest the materials whose properties he's adapting
- he can pick and choose what properties he incorporates from said materials, whether pros or cons
- by default he can incorporate the properties of common microbes (which cause fever, chills, coughs, etc)
- no limit to how many symptoms he can add to pathogens, but the more complex they are, the more fragile the pathogen tends to be
- pathogens that are too good at killing tend not to be good at spreading
- it takes a day to incorporate properties after digesting them. during this incubation phase, elisha experiences said symptoms for a day
- symptoms can never kill elisha, even if they may kill victims. they can put him in a near-death state however.
- once he releases a disease, he has to start over from ground zero for incubating the next strain
With Scylla: The incubation period of experiencing symptoms is cut down to 1 hour before Elisha can release the disease with full effects. To prevent from going mutant, he cannot incubate a pathogen with scylla's properties for longer than 1 day.
Personals
Personality: Elisha is outwardly amiable and pleasant, friendly to almost anyone and eager to overshare. He is not shy in the slightest, even overstepping boundaries and pushing too hard with questions. He's curious and likely to invade others' personal space.
He has a notable lack of common empathy and tends to dehumanize others around him, even those he loves. He'll do whatever he think is best for them without their consent.
More than anything, he hates when he can't get a reaction. This is one of the few things that pokes holes in his normal demeanor.

History: Les Agneaus Blancs exist in territory ranging between Texas and Louisiana, though has connections in France. Elisha's group is a little more mercenary than typical villains, but their whims can be unpredictable as money is not their only motivation. Elisha is all about indulgence, and growth through embracing one's inner desires. He has a lot of connections, many of them formed among the art black market.
Elisha himself normally operates out of his family's funeral parlor.
