Harlow is the mysterious leader of Cetebrae, a faction that claims to be helping those that can't help themselves via use of heretical magic. He has been marked by the Outsider at somepoint in his life and can channel his powers to others he trusts enough to do so with. Harlow was once an Overseer, before being branded a heretic and slinking away to Wrymwood Way in Dunwall's Arcane District.
