Wellow is a popular fictional character in this universe, and usually comes forth in the form of merch
or in aesthetic post on blogging websites. 

The character was created in Portugal and then commissioned to be animated in Japan for a slice of life kidshow in 1988.
The show originally only ran in Japan and Portuguese speaking countries like Portugal and Brazil and was generally well perceived by all of them.
As the character became more popular in these countries and got greenlit for a second season in 1990, various other dubs were recorded for the first season, including an English one.
In other countries this show also became more popular and the character rapidly became a familiar face in various households in the form of plushies, toys, children's clothes, bottles and more.
Even if you hadn't seen the show, you'd know of the character because of all the merch. at the end of the 90's Wellow was a well known children media icon.

In the 2000's Wellow wasn't as popular anymore. He was still an often bought item for kids, but the show's reruns weren't really watched anymore.
Then somewhere around early 2005, Wellow merch began to become more popular around the youth again, specifically the scene and pastel goth teens. Wellow sort of became a part of their style and a symbol of cute yet spooky aesthetics (this was also due to the original show being made in 1988 and mentioning adult things that would be censored in today's media).
Thanks to the frequent online use of Wellow clips and the growing demand of Wellow merch, Wellow got another relevance spike in society and now also started making clothes for its more mature audience. Wellow is still relevant to this day.
