Tomaru is haughty, sassy, and just a general pain to be around. Tomaru can also be meek, shy, and a total klutz...or warm-hearted, loud, and bubbly.
In truth, no one actually knows what Tomaru's 'true' personality is like, due to how often Tomaru pretends that he is someone he is not. This is due to his job in assassination, delivering information, spying on others, performing black market deals...whatever the occupation is, Tomaru will readily take the job by performing the 'character' that he best believes will take the role on successfully. The shadier the job is, the more likely Tomaru's going to take it, too -- and each time, he finds a new name to attach the job to it.
Background:
Tomaru's background is...dubious, understandably, due to how he changes his name between each job he performs. However, Tomaru is in fact his 'true' name, and only one person -- Natsume -- has been able to figure this name out.
No, perhaps Tomaru gave it to her as a reward, given how she's solved some of the cases that Tomaru has indirectly been involved in. Being a sort of 'rival' to Natsume's 'detective', he at the very least has been enjoying his interactions with her, often showing up as otherwise innocent characters to mess with crime scenes.
As a final note, Tomaru can turn into anyone he wants, so long as he has something that is 'owned' by that person -- generally, this means borrowing a personal article of clothing or jewelry, but other items (such as a well-loved stuffed animal or book) can be used.
