Personality: Carefree, aloof, isn't a very emotional person. She likes to go with the wind and just let things happen. Enjoys chaos and although not a very active causer of it, she revels in it. Hates the Eye and isn't a fan of most of their followers, and by most she mostly means Elias, she doesn't care much for Jon and tends to have a neutral/positive view of him. She has a great relationship with her boss, George Oakley (belongs to Lokidaemonium) and a very good relationship with both Peter Lukas and Simon Fairchild. Cecilia loves the open mountains and ocean as well as heights, specifically radio towers as they're the best of both worlds, isolated yet open. She can find out secrets from people without them figuring out how. She never tells her secret.

Story: Cecilia was born on a doomed ship, the vessel had sunk to the bottom of the ocean. She was alone as a newborn, unknowingly a new avatar, and was taken to the surface after a rescue mission saved her, the ships only survivor. Her grandparents were tracked down and she was given to them to raise. As a child, she was difficult to raise, quiet and out of the way, but seemingly involved in a lot of accidents. One child accused her of pushing him out of a tree, another said after a fight she felt like she was breing drowned by Cecilia, despite being out in the open. Her grandparents finally sent Cecilia away when she turned 14, to a wilderness camp with other troubled children. Once in the mountains, the camp became engulfed in a darkness that seems to literally drown everyone, but Cecilia. The councilors, and Cecilia, were gone when it was removed, leaving the rest of the campers alone.

Cecilia spent years afterwards travelling, homeless, not returning home to the family that gave her away. She eventually found her way to the Tundra, catching the curiosity of Peter Lukas. She became interested in the Lonely, wanting to know what the fog is and badgering the crew and captain himself. Peter finally grew tired of it and told her about the fears, telling her to leave his ship as soon as possible. She obliged, now realizing what she was meant to do out in the world, and eventually met George Oakley who she worked for as a lawyer. She worked with him for a long time until the Change.

During the Change, Cecilia ran a domain where people were forced constantly to be aware of the insignificance of their impact on the grand scheme of things. 

Not Quite Somewhere Else: Cecilia became a passenger on the train after the fears left her original world. There, she ran into Jon and Martin at The Castle Car, where she spent a couple weeks being herself before leaving when she got bored. She is later seen again in The Crab Rave Car, months later, with news for Jon of a group of passengers from their world who are looking for him. Although she says she doesn't want a repeat of the apocalypse, as she found the never ending cycle of fear boring, she remains cryptic about this group, and instead, only advises Jon to lie low, permanently.
