Luli is a minor deity and one of the daughters of the father sun and mother moon. She makes stars for her mother so "she doesn't feel lonely when all the people go to bed at night". Her physical form is made of pure energy and when she gets really excited or happy, her hair and body glow. She can also sprout fluffy, bird like energy wings if she wants (though she can fly without them so they aren't really necessary). She almost never wears shoes (she claims that they weigh her down so she doesn't like them), the only exception to this is a pair of magical rain boots that her father made for her.
