In the Waif story she is completely aware of the apartment's anomaly, being a celestial being herself, and so she lives there to make full use of it, much to the staff's chagrin of keeping it a secret.
Despite this though she lives happily as a resident and has proven to be very helpful and kind to others living there, making fast friends. Due to her therapeutic effect on the residents, Konpeitō allows her to stay.
In time the two even become fast friends themselves, even if they don't always see eye to eye on methods.
