As the name of this folder implies, characters in this folder are the ones who usually stand in opposition to the efforts of the Narsanial's Ruffians. They are scattered across the setting, living amidst the unaware populace while they carry out daily tasks that makes them no different from any civilian. Some are wanted by the authorities, whereas some are beyond the reach of the law.
