More the former than the latter. There's no 'world domination' ideology with Saturday, he's more... 'PROTECT THE CITY AT ALL COSTS'. And a superweapon would help with that. Not that they neccesarily NEED a superweapon, more... well, if the whole 'Social Replicant' thing doesn't work out, means it's not a wasted investment! Seth meanwhile is... vauely aware of her.
Turning her into a superweapon can't possibly go wrong! And would he be more interested if he knew more of her capabilities? Or does Seth already know that?
