Ah, yes and no. ;w; I used to do a lot of MV stuff back in the day when I was much younger and had free time lol. I do a small gif here and there if I do happen to have time nowadays, but it’s generally very rare and very janky. Why do you ask?

I'm looking for an animator who can do a simple animation of my Demon Slayer OC

Oh, that’s cool! What kind of simple animation were you looking to achieve? 

I was looking for a ych animation (its from the anime Demon Slayer)

I’m afraid I don’t have the free time in order to do a bigger animation than blinking/talking atm, but I can offer you some advice on animation and what you can either plan out or organize in order to get some help in the matter. There are plenty of YouTube videos out there (I would honestly look to the warrior cats fandom on yt as they have achieved great heights with animations) but how I used to animate, especially when doing memes or scenes you like that already exist, if it’s in video form even better.

Find the exact moments from the video and find your key frames…let’s say the video you want to take a scene from is a minute long, but the scene you want animated is only 5 seconds of that video. You go to that exact mark, and full screen and take a screenshot. Unpause and pause for the very next frame, and take another screenshot. Do this until you have each frame of the animation, this is your guide. (name each screenshot 1-through whatever the last number is so you don’t get lost)

If you want to animate it yourself, just draw over the screenshot with your character of choice (you’ll have to do this for each one, anyone will who wants to do this) on a new layer. You don‘t have to keep the background or anything like that, but that’s the magical part of it, you can now fill in anything you want. Animating is tough, but a valuable learning experience as an artist, and you may even find that you enjoy it more than drawing still pictures! Drawing lots (especially the same character over and over, like you have to with animation) can be a great way to improve your skills as well. I improved a lot of my expression work when I used to animate a lot! (To make the animation as well, there are plenty of free movie-making softwares that will let you put your screenshots together to make your animation!)
If you aren’t looking to animate it yourself, this is still a great start. You have your guide, so you can approach someone you’re looking to commission or trade or request with what you have, when asking for what you want be sure to be completely upfront with what you want. Include in your first message, references to your character, the video in question, the time stamps, the screenshots, and what you would like done. Just keep on mind that this also means the artist is drawing multiple pictures!

Outside of YCH animation types are also Live2D, which is free as well, but limited. I hope this helps you find what you need, happy to answer more questions as well (I’m not an expert but I’ll try!) and I apologize for being unable to fulfill your request 🙇
