I'm going to have to give a firm no. Even if not on Toyhouse, they're still the owner of the character and may be using them even now, and additionally could come back to the site at any time. Just because a character isn't on th doesn't mean nobody owns it, even if it formerly was hosted here.
If you find them offsite/onsite under a new account and take it up with them that's fine, otherwise that's just not right. Ty for understanding :]
