O H, my bad i completely did not know that ---(i dont own a paypal myself ðŸ˜ðŸ˜) BUT UHM, i dont actually know what to do with taht information........
I think they are well aware of the risk it could lead so that's why they moslty dm their PP link in private for avoiding someone outside to report them.
After as you mention, reporting them have more chance of make it worse since having their PP shut down can cause lot of issues (and I also think that once you PP are shut down for something like this, are there more chance to get banned again isn't it ?).
Tbh for this info, I don't really know what to do beside saying that they broke TH and PP's TOS would can ended up having severe consequences
