In the Rapture Universe, Supernaturals (beings that are not human, and are magical of some kind) lived amongst humans in hiding until 1939. During that year, Satan himself came out from the portal of hell underneath Rapture and announced himself to the world in an attempt to thwart World War II. After months of tense negotiations, a treaty was met between the human governments and the demons - the demons would keep deadly Supernatural occurrences from getting out of hand, and humans would leave all Supernaturals be.
This situation unfortunately did not prevent World War II, during which Supernaturals either fled to Rapture or were forced to participate on both sides. Rapture, due to this influx, has now become the Supernatural Capitol of the World. There are cities and villages with only Supernaturals, and they are spread throughout the globe, but Rapture has the most diverse and dense mix of Supernatural and Human populations.
