TL;DR: VictorKit has "quit" Toyhouse, but in doing so opted to sell multiple copies of characters to people.
While I only have one actual bit of proof, that's just what I've tracked down - just from a glance at some of their other characters, I'd be surprised if they hadn't done this more than once.
VictorKit's old username was Softybear, and they own this Symdopt character (original price was $25, note this for later). They were fire selling their characters and in desperate need of money, and offered them for $10. I said I was interested, and we went to PM. Last night I sent them over the money (as an actual payment, not friends and family).
They did not send the character. When I nudged, they said they had not received any money, and offered to 'screenshot their paypal' to verify. I said that there was no sign of a hold on my end, but to let me know.
They didn't. I nudged them again, and said that if it still hadn't gone through, I should contact Paypal to see what the holdup was. They then said it was fine, and sent me the character. [A log.]
Only, surprise! The character wasn't the character - they were a brand new, freshly created copy. They'd already sold the original one (the one I agreed to buy) to a different user (who has been notified). I immediately thought it was suspicious, but they'd blocked me (and have now marked their account as abandoned) upon transferring the character.
They have a number of designs and art, quite a bit of which is not theirs. Based on this comment, they've done similar things in the past.
If anyone just bought an adopt from them... you probably got scammed.

Oh I believe I recall seeing this! Weren't they asking people to cover the PayPal fees too? I definitely recall seeing this character and I vaguely remember backing away from the others when I read the comments with the owner saying that they needed more than $10 due to PayPal taxes (which according to this post is against PayPal's user agreement) and I hadn't been sure if that was reportable.
Update: They blocked me so I DM'd them on my sale account telling them they got caught. They read the message, didn't reply and blocked me again LOL
