The Hound's Head, also known as simply the Hounds, is one of the worst criminal organisations known to the High Council. They are primarily made up by thieves and reformed murderers.
It's ran by the twins of the current ruler, and is constantly a thorn in the side of the High Council.
The Hounds used to be little more then petty thieves, occasionally pulling off a burglary, however over time they have evolved, adapted.
They have went down to make and sell illegal drugs and even get down to murder if enough is brought to the table. They have also been recorded to sell illegal firearms to anyone who's paying for them.
If any of their runners are caught and jailed they won't be in jail for long. Depending on what they know they are either murdered by someone higher up or they are freed by another runner.
Runners are often petty thieves that joined the Hounds in hopes of better pay and a better life, but usually they just act as messengers and the thieves they were before joining the Hounds.
The group is always looking for new Runners to use and everyone who actually joins the Hounds starts out as a runner.
