Being a place to make sure chamilia angels are thriving and not unintentionally destroying other places, the heart of Abundance has a split culture amongst the staff and the actual chamilia angels.

Chamilia angels are very hyper in nature. They have an abundance of energy and goodwill, but a severe lack of focus and understanding of consequences. They are very happy-go-lucky and spring at the slightest mention of someone needing anything or missing something, as they wish to help them get or find it. Once they know that a person needs something, they'll take it from any source they can without a singular thought spent on whether the place they take it from needs it as well. This can result in rather dire incidents with very unwished consequences and is quite the problem when not regulated. Chamilia angels, however, will first understand the gravity of their actions once it is done, and even then they can fail at really understanding what went wrong. In many ways, chamilia angels are often described as big, stupidly powerful dogs; they are super kind, helpful, and energetic, but they have no clue what they're doing and you can't really scold them unless you catch them in the act, for they will not understand it.

The staff of the Heart of Abundance all have a very professional but emotional outlook on things. To work with chamilia angels a certain degree of endless patience, understanding, and easy-going attitude is needed. All staff cares deeply for the well-being of this species and most describe them as either family or like that one childhood pet you've had all your life. The people you find here are generally very kind and cheerful and are very good at deescalating tense situations, preventing disasters in the making, and explaining different things so that even a two-year-old would understand it.

History

The Heart of Abundance was founded as part of The Chamilia Conservation Program, a program made to protect chamilia angles from others, as well as protect others from chamilia angels. It was first made to be a smaller establishment, giving the few chamilia angels that were left at the time a safe place to stay. It was a rough start, not so much because of the chamilia angels themselves, but because of all the gluttonous people trying to break in to get their hands on one and thereby the abundance of power they possessed. Thus, its start was much more that of a heavily guarded base than the establishment it is today.
Once a proper system of protection had been established, it shifted gears into truly understanding and figuring out the needs of chamilia angels. A lot of research and experiments were done to find an optimal solution to let chamilia angels roam as freely as possible, while not jeopardizing either their or other people's safety. This was a lengthy process as most experiments ended in failure or no definitive results. That was until the suggestion of one-on-one caregivers for chamilia angels was made and tested. A few people were trained on what was so far known about chamilia angels, and then send out with a singular angel to live somewhere else and care fo them, with frequent checkups and reports on the process. The results came back very positive, and so this solution was further looked into and quickly took off as the main solution. It turned out that chamilia angels thrived incredibly well when bonding with a singular person and being allowed to roam the world freely under the constant company of said person. Thus, an entire job category was created; chamilia angel caregiver. This work started out rough and tasking and more often than not required caregivers to take extended breaks in set timeframes. However, the more information that was gathered about chamilia angels and the more caregivers learned to handle them, the better education could be made for this job and thus the less strain came onto both the caregivers as well as the chamilia angels.
As time went and more research was done, the caregiver job went from a highly selective education, to a broad education, to a course that lasted a couple of months with the addition of background checks. In tact with this, the Heart of Abundance grew from a singular estate, to the size of a whole city as the population of chamilia angels grew as well as the amount of staff required to care for them.

As it stands today the Heart of Abundance is now the main home for many chamilia angels. The establishment is still there to keep an eye on them to make sure everything is going well as well as educate new caregivers so that chamilia angels can freely and safely roam around without causing problems. While most anyone can become a caregiver it is still a tasking job and a commitment for life. So while it may seem attractive to be able to have a chamilia angel by your side, the sheer responsibility you'd get and the rather strict control of whether you're doing your job properly keeps most away from it.

Ruling System

The Heart of Abundance is run by more of an establishment rather than a ruling system. Seen as the species here typically go extinct on their own, the Domain of Kuvollik, Hiihfwenn, and Garnuvoy have come together to form an organization to keep them from just that. Thus, the place is run as more of a business with professionals in different fields making up the board of directors, hand-picked by the versai of Kuvollik, Hiihfwenn, and Garnuvoy themselves. It would be closest to a technocracy if it were a ruling system.
