The Ditto species has an agreement with the Mimikyu. Due to a Ditto copying the Pokémon themselves when a Ditto copies a Mimikyu they are shift into the true form of the Mimikyu, lacking costume. As such Ditto will not mimic a Mimikyu due to the effects viewing a Mimikyu has on other Pokémon
