The world of City Noir is the Megalopolis housing a big variation of inhuman species where all live together in a human-like society. This massive urban area spanning multiple miles each direction is nicknamed "The Synthwave Hell" due to it's overuse of tubelighting to brighten up the city due to its constant state of night and darkness, giving it a synth-like look and feel.

Due to this being a gathering hub for anything of the magical nature, humans are a rarity in the city as they cannot find or enter the city through normal means or by chance. The city was made to house all kinds of species, however due to it's dark state, there's mostly creatures of the night residing in the city such as vampires, demons, werewolves, and similar. While these are the most common species to name a few, there is still an abundance of other species and creatures residing within the city perimeter.

While not all choose to live there, it is still a very well-known city within the inhuman societies, and always an option if one wants to move somewhere new and exciting, it is still a great place many monsterkind visit temporarily, be it for work, vacations or just sightseeing.

Due to it being run similar to how a human society is run, there are a few rules in place to keep things running smoothly. Drugs, sex, pleasure and pain is a common thing to seek when going to the city leading to a lot of shady things happening, however there is one major rule in place that keeps things moving smoothly:
As long as you do not break the law, you will be protected by it. If it is broken, not only will you be persecuted, but others are free to do what they will with you without the law coming after them.
