The OoHverse is the world Out of Hell takes place in.

A longass time ago, God created the world and all six of its realms, then commited divine suivide, splitting into seven forces of infinite godly power. Angels were created as caretakers of Heaven, and Demons were made to be wardens of Hell. Humans were born, and they descended into many varieties of monster people. And finally, Spirits began manifesting in Purgatory. Formed from pure emotion and ego, these creatures can barely be considered alive. 

An ancient civilization discovered the seven Godly Powers, but learned that if anyone were to fully tap into all seven, they would become God, destroy the world, and create a new one, so they hid all knowledge of it. A pact was put into place to keep magic and monster people hidden from all non-magic using humans, and so the Council of Welshara was formed to keep that rule in place. Over time, the powers were forgotten about.  Now, in a modern era, Monsters try to live alongside humans in secret. Many cities and towns across the world have "glamor fields," magical enchantments that all monster people, magic-user or not, can tap into to disguise themselves as a human. Humans awakening as magic users is inevitable, but kept tightly under wraps.

Meanwhile, in Antarctica, a city was build around the corpse of the First Giant. This city is where the Council of Welshara now resides. Formed of the world's highest pinnacle of magic users, the Council of Welshara has the power to keep the rest of the mortal world on its knees. All governments are vowed to keep magic hidden from the general populace, as the Pact many years ago determined, as even a small fraction of the Council has enough strength to topple a civilization. That said, the Council is mostly interested in keeping magic hidden, and magical species from dying out. Stopping magical crime is not a priority of theirs outside of Welshara, and so it falls upon that country's government to keep magic hidden.

Despite the fact that magic is kept under wraps, virtually everyone knows someone who believes they've had a supernatural experience. Belief in magic and monsters isn't quite as fringe a belief as it is in our world. Not only that, but many people are magic and don't even know it, with physical skills far beyond what a normal human in our world is capable of. In the USA, it's the FBI's job to keep magic hidden from the general populace, and deal with magical-related crimes that the Police won't touch. Some whisperings say that the Council of Welshara is at an impasse. Civilzation has gotten to the point where the world learning about magic may be inevitable, thanks to globalizaton. Do they stop prolonging the inevitable and reveal it to the world? Or destroy all technology and send the world back to the dark ages? A consensus of 75% or greater is requred, and too many councilmembers are abstaining from the vote, too, so no decision has been made in years about it, and it may just tear the council apart.
