The Council is the governing body of Steampunk City.

The Council (of Something) is known to be composed of the highest scholars from all over the world. They are responsible for [nation]'s operations, such as legal affairs. For as far back as history is able to tell, this organization has been running since the founding of this nation.
The Coucil (of Something) divides themselves into bureaus. Each of these bureaus have their own emblem.

Grandmaster
The Grandmaster is the one scholar that oversees the head sages of each bureau.
It's imperative that the Grandmaster is highly knowledgable in all areas of The Council, as they are most commonly relied upon, if the Head Sage is unable to fulfill their duty to any capacity. Whether that'd be because it's a complex question that doesn't have a simple answer, or a Head Sage is incapable of properly carrying out their work, the responsibilty now falls on the Grandmaster to take over.
The public opinion of the Grandmaster often varies. Many have found that the Grandmaster is the most reliable person on The Council.
Other civilians, however, seem to have a bit of a distaste towards the Grandmaster. Some think that the Grandmaster is lazy and believe that they're having everyone else do the work for them. Some people think that the Grandmaster is only someone who gets to gloat about their position.
Serious scholars from around the globe have fought to become a Grandmaster. Unfortunate for them, none of them have come even close to the expansive knowledge that the current Grandmaster has.
Head Sage
The Head Sage is the person that acts as the leader in each bureau. They're often the person with the most amount of wisdom regarding the bureau they're in. Head Sages are responsible for handling inquiries from citizens, whether that'd be a serious matter or a frivilous set-back.
Being the second-highest position in The Council, many scholars also compete for this position. Albeit, not as much as the competition for Grandmaster.
