Personality & Current Life
Peppy is a kind cow who tries hard to help people, even though they're not always sure how. It was this desire that drove them to work for the city council, where they hope their work does some good for the townsfolk. Their job for the council is primarily dealing with IT issues, maintaining the Frozrune city website and reading and responding to emails from residents. This isn't a formal duty, but they also try to keep the council organized and tend to respond to every issue with a spreadsheet.
Though they try to out up a front of positivity and optimism, what underlies this is a long history of depression. Struggling to help themself, they've felt driven to attempt to uplift others.
Background
Peppy doesn't really talk about their past. They moved to Frozrune at the age of 18 and began their work for the city council at 21. They sometimes speak of their family in a positive way, so it can be inferred they're on good terms, but nobody's seen them around. They seem to live out of town.

- They didn't used to have their ice cream patches. They appeared on them after some kind of severe injury, but they don't give anyone straight answers about it.
- Very tired much of the time, despite sleeping 9h per night, and taking occasional naps.
- Their body inexplicably makes a squeaky toy noise when squished, hugged or picked up. They're flustered by it, sometimes.
