The head of DIDA from 1994 to his death in 2003, Ryo Saitou was remembered as one of the best leaders the organization ever had.

He was a clever tactician, and usually propped up others before himself. Despite this, he was a very capable leader, able to take charge of a situation and tell everyone where they needed to go. He was fine with letting others lead until their leadership could be brought into question.

He thought a lot about the future and would take time to carefully map out his strategy for life in his head. Rushing him would be the fastest way to get him to snap at you.

One that enjoyed being out in the field, he tried to stay out of the office as much as possible, though this became harder once he gained leadership positions. He still would find time to sneak out and cause trouble with his other half. One might assume that he was quiet and anti-social when forced to be in the building, but it was quite the opposite - he knew everything about everyone and would strike up casual conversations with even the janitorial staff. Nobody was beneath him; they were all working together.

His partner resonator, and wife, Robin was the one who made him like this as he was definitely the type of person that would put up a front to best analyze a situation before making a move, making him seem distant or anti-social. He slowly lost his rough edge though thanks to her meddling and became one of the brightest people in the organization.
