But every man can pretend to agree. Just like politics. It's filled with lies."


The Justicar is a true navigator in the political world. He may not be a President; neither the VP, but they should still remain an influential figure in the country. Despite Chevron's elderly and very kind appearance, he is considered powerful authority who cannot have his decisions denied by anyone lower than him. 
However, aside from a well respected magistrate, he also holds a high position as one of the five Headmasters of the Prodigal. In his belief in balance, he appears as the most chaotic-lawful individuals out of all the leaders. Chevron is perhaps one of the most unpredictable and difficult leaders to deal with - but remains a viable piece to the organization.

Personality

A quaint yet mysterious individual, The Justicar is a wizened man who speaks humbly. He does not care for material wealth or status, defying the times with his focused view on moral values and changes in society. Though seemingly old and frail on the outside, he possesses a great deal of authorative power but can still be physically capable to handle himself. Despite his position, he deeply respects his organization's goodness and wishes to help keep balance to the world - even if it means he has to do the unnecessary bad things to keep it intact.

Although many perceive him to be a simple politician and a kind old man, Chevron has an inkling of intellect that makes people think differently. Him being one of the five Headmasters implies he has a wiser satanic side that he may not be subconsciously aware of that also discards his usual verbal tic; this dark persona is the only time other characters visibly fear him.

The story

[WIP]

He was born in a high-class family under generations of politicians. His mother, especially, takes great pride in her grandfather for being the President of the United States. Since childhood, Charles wanted to make his parents proud and briefly started to follow his grandfather's footsteps as an aspiring politician. However, by the time he even became a politician, his desire of becoming a candidate of a President was almost nonexistent and he was also working in obtaining a degree in law.

Fortunately he became friends with a potential candidate (who eventually won the campaign), in which he used this opportunity to be appointed as a Justice. After a few years, he was appointed as Chief Justice.

Before becoming Chief Justice, a childhood friend came into contact with him with an invitation to a worldwide organization known as the Prodigal. It may have suspicious enough at first for Charles to partake, especially when his friend Theodore disappeared to the military soon after they graduated high school. Knowing that the group needed someone well-versed in politics, Chevron happily obliged.

Trivia

  • The Justicar is one of the five Headmasters who represents the Prodigal.
    > Members of the Prodigal (the Administration) who work under the Justicar often appear the most excellent in the Grand Game; a complicated series of understanding social protocols, creating scandals, political infighting, climbing the social ladder and also bringing them down. The Justicar alongside the Administration Members are capable of tipping the political scale on their own.
  • According to the other Headmasters, he appears to be the most illusive to the others and hardly anyone can tell what he's thinking.
    > Will bluntly say that he's more than willing to cause political chaos just for the Prodigal.
  • He doesn't realize that he is sadistic as he's supposed to be.
  • Wears very traditional suits; prefers wearing ascots but also pinstripes and double-breasted jackets.
  • Doesn't like removing his gloves; very self-conscious about his hands.
  • His wife passed away from illness due to cancer but he already has two children that are already independent and living on their own.
  • Despite his childhood friend lives in the Pavilion with him - he generally prefers to be by his lonesome.

The Commandant  [ Friend ]

Chevron has known the Commandant since their elementary years. He pitied Teddy at first because of his fairly strict father but it's a rather nice feeling to see him appear in his life again as a studious and formidable man. Charles teases him every once in a while and Teddy's anger towards him doesn't bother him to the bone. In fact, seeing him fume up is an enjoyable feeling but there's never a day of betraying an old friend for selfish acts. Both the Justicar and the Commandant get along better compared to the other individuals and often cross paths during their line of work.

The Arbiter  [ Acquaintance ]

It's hard for the Justicar to decide whether or not he should treat Atticus as his superior... or as his equal. With the Arbiter present, it's hard to do anything he pleases. Regardless, he's not necessarily afraid of him, but knowing if Chevron does anything - the first person to find out would be Demos because of the Overseer being on constant watch over the other Headmasters.

The Businessman  [ Rival ]

Businessman and their vast amount of wealth sometimes prove problematic to certain situations. Especially with the media involved, it's hard turn the tables with the public being influenced by clever businessman. And with Emil, he has enough power to go face to face against politicians as long as he has the funds for it. Aside from the Dean, Emil always has something different to say against the words of this politicians. Hence they find themselves crossing swords outside of the Pavilion.
