The Casino
The Carousel: Vegas' most exclusive, most intimidating Casino. It lives in the minds of the Strip's most loyal patrons, yet few dare let its name on their lips- at least, not the ones who have heard tales of its nature. Despite its immense Venetian-esque archetecture looming in plain sight, its doors are shut to only the highest of rollers and elites; by strict invitation only.
It's not a surprise it becomes the end-goal for many a renowned socialite.
If one is to breach its gate, they'll find themselves in an entryway of disorienting black & white patterns, a mix of minalmalist architecture with hints of neoclassical art influence following similar patterns and structures as those found in 17th/18th century Italy. To the sides, stairs lead to the higher floors, and hallways into the main-room. Unless an attendee has their sharpest wits (of which most do not) it can often be hard to tell the walls from the floors in a place like this. The main room is a large circle, balconies on the walls from the other floors, all surroudning a center diamond-stage. The whole thing can be gorgeously dizzying, broken by the large mirror on the ceiling in the shape of a single, watching eye.
Its innards are attended to by workers of a matching scheme: humanoid figures with disturbingly inhuman features, costumed in a way that deprives them of all previous identity. A worker's face is always covered by veiled mask. Some walk the halls with arms bound, a table of drinks at their waists; some parade the showfloor for entertainment, elevated by stilts that form as one with their legs... and some are simply strung from the ceilings, or attached to pedestals, with no purpose but to look pleasant for their guests.
With a strict patron dress-code of black dress & white tux- co-ordinating masquerade masks to be worn by all- colour is devoid in the casino...
That is until the Propietress arrives.
In a dress of red and gold, all eyes are drawn only to her:
the Queen of Diamonds. Lady Luck. Fortuna.

The Living Quarters
There are only two ways into the backrooms of the Carousel: Be invited, or work for the casino...
Of course, both are often a one-way ticket.
The backrooms are where the white-on-black go into black-on-white, an incredibly bright scheme with a more traditional venetian interior look; still, the geometric vibes aren't lost here, and minimalism still has its placement. There is furniture, but no real clutter.
Should you make your way into the backrooms, you'll notice the halls are staffed and lined with the same workers of the Carousel, their 'costumes' still firmly on, as if they never take them off. Some are 'relaxing' by simply doing nothing, some work on chores and upkeep, and some are nannying & teaching the other residents of the Carousel:
The Cherubim. Or to put it simply, the Children. Those lost in bets, or left behind by those now residents of the Carousel. Unlike their parents and guardians, the Cherubim are raised carefully, thier new-given identities carefully over-seen, more freeing, and simply there to help them become their truest self later on in life. The Cherubim can range from babies, to late teens.

Lady Luck
The face of the Casino, both feared and adored. The main event in any room she walks into. Occasionally she may appear on stage and give a speech. Occasionally she may place a faceless card into the pocket of a patron. She often comes off as cold and intimidating, but her own personal morals are firmly in place.
Psyche
The Secret
The giant lack of mass & matter that exists in the backrooms of the Casino. Personification of Psyche, who speaks crypticly, and often plays mind-games with Fortuna and the residents. Of course, Fortuna can actually fight back... the others, not so much.
the Attendant
The Attendant
Fortuna's right-hand, and overseer of the Collection. Equivilent to the Majordomo of the Carousel. Often seen near Fortuna herself, and oddly one of the few that can stand to be around Psyche without being driven to a breakdown.

The Workers & Residents
The workers & residents: each an oddity bound in a 'costume', each previous patrons of the casino who had made the ultimate gamble and lost. Some are quite happy in their new choiceless life; some... they're taking time to adjust. But they're often found going about their day, silently doing their jobs.
the Cherubim
The Cherubim
When a child is left orphaned by a new Carousel member, Fortuna makes sure not to leave them behind. Brought to Vegas, she makes sure they're attended to, catered to, and allowed identities that suit & allow them to thrive (unlike their parents, of whom are punished for their sins). The Cherubim can range from babies, to the longer-lived-in residents of older teens.
