Born into the Harvester family. His mother is the only alive member of the family with an epithet, meaning everyone expected him to be an exciting and intresting powerful addition to the family. Needless to say, everyone was fairly disappointed when it turned out Carter was a mundie. This disappointment turned into pure resentment and abuse towards Carter. After an extremely awful night, Carter took it upon himself and left. Hoping no one will hate him like they did.
Thankfully Carter found a new home in Orange Lock, applying his different skills into his work. Nothing has felt quite as fulfilling as this.
Unfortunately this is not all sunshine and rainbows. Due to his association, this led him to being one of the victims of the major incident. A criminal exposed Carter to radiation, changing his life for forever. Thanks to advancements in health care, Carter will not die due to this but he will never be the same.
Carter was part of the ragtag team of officers, sent to take scout out the happenings of Levitan Lake. Despite the weird rivarly everyone was so focused on, Carter was very excited to work with some new folks. He finds it very important to meet all sorts of people, broaden his horizons and understandings. However his attention was turned to focus towards the little blue boy who alerted people to this situation, young Bullseye. Carter could very easily pick up on the abuse and neglect Bullseye has experienced, clearly wearing only a pair of boxers, barely have eaten, weirdly polite in some situations and even more violemt (however that can also just be because of his epithet). Bullseye having a connection to the area, seemingly knowing several people in the area, suggesting that they've hit him. This young boy was being hurt. And something mode was going on in these woods.
Carter didn't want to be right, but after evesdropping on Bullseye trying to talk a Mr. Bugmin out of entering a strange castle, Carter connected the pieces some more. But he mever could truly understand the nightmare that lived behind those walls.
Learning the true nature of the happenings in the forest, in this hellhouse, Carter's past and fears were happening again. A crazed doctor focusing too much on the idea of preserving epithets after death, very possibly Bullseye's biological father, sent his child out to bring in his next victim. Sure, while this doctor may not have expected the police to get involved but he was clearly skilled in taking people out. And Carter can't bare the idea of his close coworkers dying. He can't have that nearly happen again. Everything after this was a blur. He knows he was there, he knows that he was doing things. He knows he put the cuffs on the doctor and knocked him out. He remembers throwing Rohan. He doesn't think he made up the giant frog monster from the lake. But he wasn't himself. It wasn't him piloting his body. He just knows he came back to earth and held onto Bullseye. He's finally about to do some good.
