AGENT BRIEF
Lance Xiao, formerly Calvin "Ngao" Saelim, is Oriole's half sister from one of her father's mistresses, a Thai woman. His mother was sent away to Australia to raise the child away from the main family in China. Though Valerie and Lance were raised seperately as cousins, she was always aware that he was her young half-brother and was closest to him out of her many cousins. When Valerie earned the first right of succession to the head of the Phoenix, she legitimized Lance, which allowed him to take the family name of Xiao.
He and Valerie have a similar temperment, and the two trust each other immensely, with Lance always ceeding leadership to his older sister. Recently he has been initiated into the Birdcage, and was officially made Valerie's second in command of her faction in the Cage, directly removing the overly untrustworthy Jasper Shi from power.
Lance is just as good of a hand to hand combatant as Valerie, if not better. Prior to Valerie taking him into her faction, he had had been considering a career in the Australian MMA league. Having practiced martial arts since his youth, he is highly ranked in many disciplines, including wushu, taekwondo, muay thai, and krav maga.
Despite the strict gun regulations in Australia, he has some practice with firearms, but he has little proficiency with it. Lance is a pretty bad shot at long distances, and prefers close quarters combat. He's strong, fast, and powerful, and a heated battle awakens an unhinged bloodlust in him that makes him nigh unstoppable.
Lance is a terrible brute even in conversations, and his rowdy lack of finesse in pretty much every situation oftens leaves others feeling uncomfortable to disgusted interacting with him. Like Valerie, he must resort to brute force to get others to talk, a task that he enjoys immensely. Despite his love of fighting, he's equally happily beating out confessions from helpless victims.

Confirmed from old files that former Canary genetics researcher Jared Wang administered a minor DNA splice to Lance while he was still very young. Though very few outward attributes were changed, the files suggest that the splice increased Lance's overall aggression and tenacity and gave him a reduced sensation of pain. His berserker bloodlust is likely the result of the tempermental changes the splice induced.
Lance is Valerie's younger half sibling by one of their father's mistresses, a Thai woman named "Alita" Dara Saelim. Being an illegitimate child of mixed ancestry, Lance and his mother were sent away from the Phoenix family's main terrority of China/East Asia. Lance was born and raised in Brisbane, Australia with his mother's surname as Calvin Saelim.
Cassian Lo, a cousin to Xiao Xianzhang and head of the Queensland sector of the Phoenix, became Calvin's adoptive father. Calvin's classmates were well aware of Calvin's family's Triad connections, and he was often vilified by his peers and teachers alike. This caused him to become withdrawn and sullen, and Cassian enrolled him in multiple martial arts disciplines to try to toughen him up against the schoolyard bullies.
Xiao Xianzhang was displeased with his son's temperment, and he entered Calvin to be experimented upon in DNA splicing trials. Despite the adminstering researcher, Jared Wang's reticence towards working with such a young subject, Xiao Jin (future Birdcage agent Canary) pushed the trial through after threatening financial pressure.
The splicing drastically changed Calvin's temperment, making him quite ferocious and daring. He would often become unpredictably violent when provoked. Calvin went from being the school outcast to the school bully, and caused a lot of trouble in his schools, causing him to be expelled from multiple schools before Cassian got tired of it and just paid off his last institution to keep him enrolled.
Calvin and Valerie were raised as cousins, but Valerie and Calvin were always well aware that Calvin was her younger half brother, and they were much closer to each other than their various cousins despite their geographic location.
Valerie and Calvin were great friends due to their similar unpredictable passions. Even from a young age, Calvin recognized the difference in their status and always followed her lead without question, backing her in any fight, even against reprimands from their elders. Calvin's mother called him Valerie's "Ngao" (a Thai polearm weapon, pronounced NAO), which became his primary nickname at home and at school.
When Ngao graduated high school, he started working with Cassian in the Phoenix Guild. He expected an exciting life of regular fights and turf wars, but found out most of what the smaller factions of the Phoenix did was mostly bully and cowe helpless civilians in various barely legal money schemes. He found this work to be extremely dull, and often started unneeded fights and altercations that caused a series of irritating complications for Cassian.
When Cassian had just about had it with his adopted son, Ngao suddenly announced he was going to instead become a mixed martial artist in the local tournament. Grateful for the distraction, Cassian encouraged him to do so.
This didn't sit well with Valerie, who felt that was a waste of time. She instead brought him into her much more fast paced and quickly growing faction and he became a loyal lieutenant to her that she deployed to terrorize their rivals.
He played a crucial part in her campaigns during the Succession War, being able to almost singlehandedly decimate small factions whose territories and influence Valerie's group would then absorb. When Valerie ultimately won the Succession contest, she used her newfound status to legitimize Ngao and give him the respected Xiao last name.
He legally changed his name to Lance Xiao, Lance being a translation of his nickname that he used far more than his birthname. However, most of his family and old friends (including Valerie) still refer to him as Nao .
Though she herself was the one who gave Jasper Shi his starting funding and initial small faction in the Phoenix, Oriole soon came to regret this decision as Jasper began expanding his influence almost instantly. Having seen firsthand Jasper's capability for duplicity, she recognized that he would become quite a threat if left unchecked.
Oriole had initially given Jasper command of her faction at the Birdcage after her initiation, but she decided to instead induct Lance, someone she knew she could entirely trust, to become her second-in-command at the Birdcage.
To add insult to injury, Lance was formally given a codename, Vireo, solidifying his superiority over the once powerful Jasper. Since taking command of the Oriole faction at the Birdcage, he's severely tightened the leniencies Jasper had once allowed.
Lance is one of Valerie's top lieutenants. Though he himself doesn't control any one specific faction, his authority outrules any other lieutenant below Valerie in almost every wing of the Phoenix. He doesn't much use this authority but he is a direct earpiece to Valerie, and has the capability to stop any campaigns he believes ought to require Valerie's approval first.
His battle prowess and laid back nature have made him a hero in the lower tiers of the Phoenix, and he enjoys a well liked and well supported reputation.

Vireo and Oriole have forged strong bonds since childhood. They are half-siblings with different mothers, but Oriole had Vireo legitimized in their family. Despite their blood relationship, Vireo respects and and recognizes Oriole's superiority and is her absolute most trusted subordinate.
They are a fierce fighting duo and are well practiced and covering and coordinating with the other in intense fights. They have a similar combat style, with both preferring close quarters combat. Together they are nigh invincible in a pitched battle.

Jasper and Vireo are both well aware of the fact that the primary reason that unqualified Vireo was made Oriole's second in command at the Birdcage is to reduce Jasper's authority within the faction. They do not get along at all. Jasper is gravely insulted at Vireo's lack of experience and lack of strategy, as at times Vireo outright refuses Jasper's tactics just to spite him. Though Vireo has been working towards strengthening Birdcage alliances, Jasper often suspects (correctly) that Vireo's choice of ally is usually shallowly motivated by appearances.
Even without the power transfer, the two doubtless would have had an antagonistic relationship anyways, as they have extremely clashing personalities. Refined (read: prissy) and sensitive Jasper find Vireo's raunchy and outrageous mannerisms extremely distasteful and irritating. As for Vireo, he just hates a man with a bony ass.

Lance and Aaron are very good friends. Lance often seeks Aaron out to support him on missions and excursions. Though Aaron's allegiance is under Secretary as a getaway driver, he often finds himself serving that same purpose on missions with Lance due to Lance's poor driving skills. Due to Lance's mischevious and salacious nature, he finds it easy to fluster the somewhat more reserved Aaron.
