ABOUT
"I'm allergic to stupid people."
Spica is the leader of Virgo. She is a representative in the Great Diamond, and a member of the Horn mansion of the Azure Dragon.
Her country is famed for being vast, wealthy, and successful. Spica herself, however, has a less favorable reputation due to her blatant lack of humility.
PERSONALITY
Spica is generally mischievous and sarcastic, always slipping in a few snide remarks here and there as well as searching for ways to get on people's nerves. She seems oblivious to others' personal boundaries, and it's rather difficult to hurt her feelings in return, since she'll just respond with a perfectly-timed taunt.
In many respects, this is reflective of her true self; she doesn't truly care for anyone outside of her immediate friend group. Even within the context of her role as a world leader, she only sees her people as variables to be dealt with in the game of politics. Just faceless pieces of data, instead of individuals with unique lives and perspectives. So, her insensitive demeanor isn't all that surprising.
However, what she lacks in caring for her people, she makes up for in caring about her work. Spica is very quick to learn about and understand different aspects of the political climate. She can also focus intensely on her tasks(e.g paperwork) if need be. Seeing her switch from a crass troublemaker to a hardworking politician can be jarring, and this ability seems to be why her approval ratings have remained so unexpectedly high.

BACKGROUND
Pre-colonial era

Virgo had been a powerful country since ancient times. As such, Spica never had to prove herself as a leader, since Virgo was always held in high regard. However, she did know to be wary of making risky political decisions; the pre-colonial era did have quite a few seperatist incidents, and she knew that any instability in a country as powerful as Virgo would quickly lead the rest of the world into a downward spiral.
As such, she ruled Virgo with libertarian policies, giving her people a great deal of freedom so that they would be on good terms with the state. That way, they would have no reason to revolt.
Colonial era
The stars began to explore to the north and south, discovering previously unknown civilizations in other regions of the sky. Virgo in particular benefited greatly from this, claiming several colonies and importing rare and valuable resources from them.
Spica's favorite colony was Lacerta, a region known for its exotic reptiles. She ordered the construction of several farms to harvest these reptiles' scales, to be used for decorative purposes. A notable example of this is the armor plates on her Azure Dragon ceremonial outfit.
Hydra-Argo Navis war
Hydra and Argo Navis had always been at odds with each other, competing for geopolitical domination. However, the period of colonialism, by allowing other countries to expand their influence, greatly threatened Argo Navis's power monopoly; sure, they were the biggest individual constellation, but no longer the biggest sphere of influence.
These tensions erupted into a war, which had been the largest-scale war that the stars had ever seen. Practically every country in the world was affected. Virgo, as a long-time ally of Hydra, joined the fight against Argo Navis.
The war was arguably a losing battle for Argo Navis from the very start. For hundreds of years they had been a steadily declining empire, former glory fading away until the last of it evaporated in this last stand that they called a war. Argo Navis was then split into three smaller countries: Puppis, Carina, and Vela.
Universal Declaration of Constellation Borders
Even after the ex-Argo countries stabilized and repaired their international relations, another large problem still persisted; national borders, or lack thereof.
For all of history, the constellations had been like tribes rather than countries, with borders that were vaguely defined at best. Without clear boundaries, the pre-colonial seperatists would just continue to be a thorn in their sides.
Polaris solved this problem by materializing a set of borders which they had seen in a prophetic dream. A holographic network of worldwide boundaries, powered by magic energy, this creation was formalized when Polaris passed the Universal Declaration of Constellation Borders. It was met with very mixed reactions.
Virgo, fortunately, did not have a history of seperatist chaos within their territory. As such, the new borders brought no unpleasant surprises to Spica; she had not been forced to concede any territory to any seperatist states, allowing Virgo to remain one of the most grand countries in the world.
The UDCB shifted Spica's view of Polaris in a very positive direction. Although Polaris claimed to be politically neutral in every decision they made, Spica had a feeling that they were secretly biased in favor of Virgo. And she loved it.
Current story
Currently:
-Alpha Leonis's departure from the Great Diamond has led Spica to get a lot closer with Denebola, who took his place.
-Spica is still trying to convice Polaris to admit that they're secretly biased towards her.
RELATIONSHIPS
Denebola is often the leader of Leo. She is Spica's girlfriend.
They met after Denebola took Alpha Leonis's place in the Great Diamond. Despite Denebola's charismatic disposition sharply contrasting with Spica's very chaotic attitude, they have a strong bond with each other. Although Spica can be a bit tsundere sometimes..
Arcturus is the leader of Boötes. He is Spica's best friend.
They see each other regularly at Great Diamond meetings. Spica is seemingly the only person who can break through Arcturus's cold, serious persona and reveal his fun-loving side. He puts up with all of her shenanigans, often encouraging her.
Alpha Leonis was Leo's representative in the Great Diamond for a while until he quit, and Denebola took his place.
Spica always saw him as an idealistic fool. She loved to make fun of him and get on his nerves all the time. His beliefs about equality and social change were nothing more than entertainment to her.
