Drängleir

Drängleir are a humanoid species created when a human is given a Dragon Gem by one of many elemental fairies.  The resulting creature generally looks human while in their "standard form" but is capable of transforming into a draconic form using the Gem.  They are also capable of using powerful elemental skills in that form, and may even transform into a full dragon briefly.
