Blake's quirk allows him to levitate, soldify and liquify blood of other people at will. He's also able to manipulate the components of blood, and - by extent - chemical elements of it, such as iron. For his quirk to activate, his skin needs to come in contact with other person's blood - only then he is able to fully control it. He also needs to be able to move his hands to do that, otherwise he can't guide the flow of the blood. Once he activates his quirk, he's able to extract as much blood from one person as he wants to, though usually he takes just enough from them to faint, not die.
This quirk's nature and the fact that Blake needs to hurt others in order to use it earned it a title of a villianous one - more suited for a villian than a hero. Despite that Blake developed it enough for it to actually be helpful in rescuing people. This quirk also poses quite a challenge - the user has to be fast and experienced in close combat enough to draw the first blood from the enemy and even then it doesn't mean an instant win. This is why - along with the quirk - Blake is also skilled at hand to hand combat and knife wielding.
