Daliq doesn't remember much of his time growing up, just glimpses of smiling Quilava frolicing around and a deeply embedded fear of fire. When Bennet met the Cyndaquil, it had some papers with it and he was able to at least piece some things together:

It appears Daliq had been caught while still very young and inexperienced, to be given to a beginning trainer. Before it could be picked up, however, the laboratory its Pokéball was stored in experienced an equipment malfunction. The close proximity to the failing component caused the Pokéball to short-circuit and it released the Cyndaquil. The Pokémon then tried to escape the resulting electrical fire and burst through a glass door, scarring its face in the process.

Once outside, the Cyndaquil curled itself up in a ball and wouldn't let anyone touch it, biting at any stretched-out hands. Eventually it fell asleep from exhaustion and was taken to a Pokécenter to be healed. The nurses were worried that the fire on its back would never once flare up while it was in their care. But other than that it was healthy again, so they sent it back to the laboratory. The designated trainer picked it up, but returned it shortly thereafter: It wouldn't use any fire attacks and shivered and fainted every time it faced other Fire-aligned Pokémon.

Although intrigued, the professor and lab assistant had no time to properly investigate this themselves. They arranged a special transport to a bigger laboratory which could do more extensive research on the strange Cyndaquil and hopefully help it regain its powers.

On the way there it crossed paths with Bennet. As it happened, Daliq was to be shipped with the Grey's shipping company and Bennet was asked to take care of it while aboard. Over the long journey across the seas the timid Cyndaquil slowly warmed up to both Bennet and Jaari, bonding with them as the time passed. Two days before they would reach their destination port, Jaari woke up from sleeping next to Daliq and discovered some sparks originating from the Cyndaquil's back. He alerted Bennet and over the next days the three of them discovered that Daliq somehow had gotten electric powers.

After reading the notes that were sent with Daliq, Bennet later concluded that the Cyndaquil must have suppressed his fire powers due to the lab accident and instead gained electric abilities, which didn't show up until it was more comfortable. Considering their close bond, Bennet couldn't abandon Daliq at the big lab and instead asked them to allow the Pokémon to join his team. Seeing their connection, the lab agreed to this under the condition that Bennet reports back regularly.
