Cassius is the mayor/one in-charge of the entire city. He has to work many long nights and make a ton of important situations, so social situations and 'fun' aren't really on the menu for him. He'll mostly ignore residents or snap at them out of stress if they waste too much of his time trying to chat about things. He does his best to keep the city clean and safe, though he's always stressed and worried of something going wrong.
He has a big heart, under all the anxiety and rudeness. Most of the residents in the city find him a little...much on rudeness, though. Some of them wished he'd give more work to the secretaries and workers in his office, since Cassius takes too much on his own.
Cassius used to live in a small mountain-side town, where things were much calmer for him and he lived nearly all his life. His reasoning for moving is unknown to most, as he seems very apprehensive about talking about the old town. Some residents know that an avalanche took out the town years ago, but Cassius doesn't seem to answer if he moved before or after that incident. He usually waves it off and seems, agitated about his memories from there.
