He is absolutely both of these things, it's so much fun to write for him because he's literally like BWAHARR MINOR VILLAIN but also kind of rubbish at it because he thinks he's always in control when he isn't, and his Clever Evil Plans are almost always kind of messed up by his own self pfffff
