Dr. Embra

Conducts experiments in secrecy on convicts deemed unfit for reintroducing to society. Dr. Amok (a serial killer surgeon who murdered his patients) was one of his patients once, Embra performed many kinds of surgery and tests on Amok, which... didn't amount to anything other than heavily traumatizing Amok. Embra did however consider the tests a success and Amok was released.

Dr. Embra tries to employ his own skewed idea of what a "good person" is when trying to rehabilitate prisoners, but in reality he's just torturing his patients and trying to make them behave in desired ways like Pavlov's dogs.

How Embra ended up at this facility is a mystery. He does pride himself on the fact that none of his patients have died! Low bar, dude.
