I think that they would fit in perfectly to a story world that I am in progress of building. This story, which I'm calling The Forgotten Kings for now, revolves around a fantasy world in which a human kingdom has quickly grown into an empire with the use of their new machine technology while invading other lands. They are primarily targeting lands inhabited/ruled by other races, such as elves, orcs, merfolk, etc, and the main focus is the scattered members of these occupied lands joining together to push back against this machine empire.

My idea is that this character would really fit the role I had in mind for one of four god-like entities that watch over this world, this one being a blue dragon that either has domain over the sea or the air. I haven't quite decided which I prefer, but judging by their design I could see them fitting either. If they ended up being an air dragon deity, then they would be the god that a land of bird-folk would worship; if they ended up being a water dragon, then they would be the god that the merfolk worship (for example, my character Cilicea is a seer of a water kingdom, and she would certainly be a mystic for this water dragon). I think if I did end up receiving this character, it would give me the perfect reason and motivation to finally tackle Cilicea's development as well, since she's been on standby while I work on some of the other characters and aspects of this story instead. ^^;
I think this character would fit into the narrative for either the bird people or the merfolk seeking out their god after they seem to have disappeared following the invasion from the machine empire. A primary theme of this story as a whole is these different races and kingdoms seeking out each other and their lost gods to gain enough strength to defeat their oppressors, so this character would be both a goal of sorts for the characters to look for and also an ally if they get that far, although I can't say much more than that both because it's still a work in progress and also would be sort of a spoiler anyway. XD
In terms of character development, I get a serene and intellectual vibe from this character and imagine them to be a calm and balanced deity that is fair in their judgment. Regardless if they are of the sea or the air, they would normally be calm like the gentle breeze/currents in times of peace, and then become unrelenting and wrathful like a storm when the balance is disrupted by the machine invaders. I would need more time to think further about more specifics, but I think I have a good foundation of what could be a well developed character that would fit in nicely to this setting I am already working on. :3
