He and Phoenix were made in the same lab. They're not genetically related, Mulligan just took on the responsibility of raising Nix after the shut down.

Papa Mulligans name kinda fits & he may have picked it himself. Cause the term means a do-over, referring to his 2nd chance/getting out of the lab.
Its also a stew made from random food bits, possibly referring to his mixed DNA. And thats pretty dad-jokey, which is important for dads.

Their makers reason for creating them:
Theyd planned on tricking humans into believing that all their old Mythos was real and that the Aliens had taken them years ago when they realized humans were ruining the planet. And if they wanted them back, theyd have to make extreme changes to protect their planet for the better.
Think, PETA levels of extremists where theyre willing to hurt living things to convince people to stop hurting living things.
But the project was abandoned after they found out Space Fae had already kinda stolen their idea.
