He's the father or Roy and Neena.

He used to be a high-ranking official who did anti-rebel work for the government. He had rough times with Roy when they were in their teens because of their interest in the rebellion and later when they ran off from home to become part of it. But it's all in the past now and they're in good terms with each other and live in the same city. He retired from his work when Roy came back home.

When Dahlia and Avery recruited Roy, they went to ask their dad if it's okay if he could take care of their store for a while and also if all of them could crash at his place since there isn't enough space in their apartment for three. Later that night some officials came to his house looking for Roy since they weren't in their shop/apartment so their dad stalls them so that the crew can escape quietly from the upstairs.
