A man from an alternate version of the 19th century wherein the majority of technology and machinery is powered by steam engines and clockwork gears. Dandy's rhythm of life changed drastically come the merging of his time period and the futuristic age of the 21st century. This massive shift in both histories caused Dandy, among billions of others, to be lost in a new world that seemed against them.
A former private investigator, Dandy was eventually brought into a police precinct as a result of his accolades and partnered to a younger man named Hugh Ohara, of whom was eager to put his training to the test -- yet reluctant to be paired up with Dandy. Despite this, Dandy was determined to familiarize himself with his new environment as a whole, and that included Hugh.

Dandy's attire consists of what is commonly seen in the late 19th century, including his high-collared long-sleeved shirt that is covered by a dark brown waistcoat, and a long and brown overcoat with trousers of the same color. His accessories include a black bowtie, as well as a pocket watch that is attached to his waistcoat and is stored in his jacket's inner pocket. Unlike the typical attire of his time, Dandy wears a pair of black sneakers, as he's quite partial to their looks.

- He wears a pair of suspenders and sleeve garters underneath his overcoat.
- His mustache can be drawn in a variety of different ways, but his most common way of styling it is Handlebar.

Personality
Dandy comes off as a "prim and proper" man initially, both in physical appearance and the way he carries himself. However, after participating in any sort of discussion with him, one can clue in that there's certainly more to Dandy than what's on the cover. He carries a bright and encouraging yet equally analytical and perceptive personality, and often has something of an "energized" demeanor by things that excite or thrill him. He is devoted to his allies and is never one to back down to a challenge -- especially the fun kind.

Trivia
- Served as a Union soldier during his history's version of the American Civil War. He had enlisted and served at the mere age of 18. Experiencing the typical traumas of war, Dandy also suffered a bullet wound to his abdomen. His father was serving as a field surgeon at the same time, and happened to be the doctor that treated Dandy's injury.
- He's deeply captivated by motorcycles and would like to own one someday. For now he mainly peruses motorbike catalogs and magazines.
- He has a high metabolism and eats as though he weighs 100 more pounds. On the upside, if you're a waiter, he will undeniably tip handsomely.
- He knows and teaches himself a fair amount of magic tricks and enjoys showing them to Hugh's little sister.
- He owns a pet cat in his apartment which was a stray that he took a liking to one day after it repeatedly rubbed against his leg. At first, Dandy had named it "Wesley" assuming it was male, but to his surprise he discovered it was female after it gave birth to kittens.
