A young man whose career seemed to be stuck in state of limbo due to the war that came as a result of the time merge. Hugh Ohara was gradually becoming more embittered and hopeless with his situation. That is, until the end of the war was finally announced, and alongside it Hugh's official promotion -- and the news that he would be partnered with someone who possessed a bit more experience.
Unfortunately, to Hugh's surprise and displeasure, instead of being paired up with someone from his own time period, Hugh was partnered with a man who hailed from the opposing one of the 19th century. Now forced to become familiar with someone whose time period had warred against his own, Hugh found himself receiving conflicting thoughts as he grew closer and friendlier with this man from a formerly bygone era, who, overall, didn't seem all that bad.

In Hugh's typical work attire he wears a white long-sleeved button-up shirt with a pair of black slacks and a belt. He's often seen wearing a long black pea coat that is typically left unbuttoned. Professionally he will wear a black tie on occasion, however he highly dislikes wearing them and will avoid doing so when he can get away with it.
- He has a messy, windswept appearance to his hair, as though the most he does to brush it is run his fingers through it occasionally.

Personality
At first meeting, Hugh can come off as rather aloof and dismissive - but it's quickly evident that the young man has a lot more to him than meets the eye. With a fierce devotion to those he calls friend (and especially his younger sister) as well as a strong determination to do what he believes is right, but Hugh certainly possesses a bigger heart than most give him credit for, and will not back down in the face of adversity. He's headstrong, obstinant, occasionally a jerk, but reliable.

- Reads and collects comic books. Easily got Dandy into them too. The two can sometimes be found perusing comic book stores together and have """"deeply thoughtful"""" discussions about them.
- Claims that he dislikes romance movies. This is a lie. Watches them with his little sister.
- Is actually very interested by the 19th century's alternate technology for all that he complains about it. Would never admit it, especially to Dandy, but he thinks it looks classier.
- Worse at shooting a gun than Dandy. Will ruin the day of anyone who points this out.
