Criminals, outlaws, and people who simply do not have the money to rise the society-set ranks. Most of them know each other, either by name or by face.

Balls, etiquette, and mostly, lots of money - The names known widely to society and as feared as they are admired. But popularity should not be confused with infamy, and the societal fame not to be confused with a sign for empathetic people. They are not.
