If the chance was '0' then he couldn't alter it. Essentially, his power tips the balance of chance and probability - but he can't say, alter it so it's 'more likely you had an Aunt Ethel' 'cause that's already set in stone. So he can't make you randomly happen on money if the money wasn't there to happen upon in the first place. Essentially his powers work better the more 'randomness' involved. So if something is COMPLETELY random he can manipulate it fully. But if something is impacted by other people or physics or whatever, whilst he can tip favour in certain regards, he can't outright manipulate the outcome.

That's... a lot more balanced and reasonable that I expected. Goddamn you, that's neat and thought out fuck u. (Seriously though I love the concept)
