aha I see, yes I painted it myself!
this is how it looks without the foreground (notice that some parts have been left undetailed)



what I did initially was draw a few houses, and then copy and paste some of them to give the illusion that there's even more at the distance
some of the details were almost drawn pixel by pixel!
