I've found that the best means of winning a chargeback is as Puubear said, to call Paypal. It's probably because Paypal and the affected artist will be talking to each other as humans, instead of solely through text, which is more sterile. But yes, as soon as the chargeback occurs, I've seen (various journals where people managed to resolve their chargebacks) people immediately call Paypal and keep the company constantly updated. It is important to file a dispute through the online platform as well, but it is also equally important to talk to a person directly, and keep them updated with whatever every little piece of info and evidence. Date of purchase, proof of confirmation of purchase and acceptance of payment, transfer of files, etc.
Also, it is also important to let Paypal know you are not the only one. Let the people know online and through the phone, that Ikashima has harmed a community of artists, at least twenty people have been affected. This is not a one-time thing, or a small thing (and those are still bad of course!), but a large-scale matter.
As Banana-Bansee mentioned, awhile back, Pixlett harmed Witchpaws and dozens of other artists. However, due to all these artists banding together and keeping Paypal informed and aware that Pixlett was chargebacking multiple people, the artists won their cases and had their chargebacks reversed. It probably also helped that the amount Pixlett took from Witchpaws qualified the artist to potentially take Pixlett to court for grand larceny as well.
In this case, if everyone combines the total amount Ikashima has spent on all of them, it probably counts as a form of larceny as well. Thus, it is important to stress to Paypal representatives that Ikashima has hurt multiple people, for a cumulative total that is quite large and has hurt a large sum of people and affected their lives in potentially disasterous ways due to their irresponsibility. (Needing money to pay bills, food, medicine, etc)
Essentially, communication is important with Paypal, and to have a higher chance of getting the chargebacks overturned, everyone must work together to keep Paypal informed, both through phone and online, that Ikashima has hurt themselves and many others.
