The Heart Devil Relocation Program is a program that is heavily inspired by the Chamilia Conservation Program. It is a program made with the goal of getting heart devils more accepted in general society as they're generally seen as wild beasts. But to understand this better, let us take a short look at what heart devils actually are.

Heart devils are a species that goes heavily on their instincts. They're very competitive and often aggressive, though have a heavy sense of hierarchy amongst each other. They are also a species where an individual will go into a full out instinctual blackout if they don't have sex with another creature in the span of a week where they will attack and try to have sex with literally anyone they see. Should this not succeed, then they will end up dying after being in this blackout for about 24 hours. This can be trained to give them longer windows without needing sex, but that is the general time span.
Because of this biological need, heart devils have been seen as cruel, disgusting, feral, and much more since they came to be. It has lead them to always be outside of other societies, even as the entire world started to become globalized. They're still shunned to large parts and discriminated against.

This is why the Heart Devil Relocation program was made. Founded not long ago by Nimona Aarenheel, the program aspires to show the world that heart devils aren't as unruly, feral, or chaotic as they want to believe, but much like any other aggressive species simply needs extra care to be able to function amongst more peaceful species.
Nimona thus takes in heart devils from the domain of Luxie, their home domain, and teaches them how to properly get by in the more globalized world outside of their domain. She also trains them vigorously in obedience and loyalty, playing on their strong sense of hierarchy. Once she sees a heart devil as fit to be relocated, she starts seeking a new home for them.
Whoever wants to be part of this and take one of the heart devils in is first screened by Nimona to make sure they'd be able to handle and care for them properly before they're allowed a trial period to see if everything goes well. If it does, the heart devil will stay with them and they'll have to go through inspections periodically to make sure everything is still going well. Of course, those who take in the heart devils can at any time return them, and the heart devils can at any time wish to be returned themselves.

The program is still currently being tested and rapidly improved upon and isn't entirely established quite yet, but it has had several successful test runs and is soon to expand. One could say it has its pilot testing phase behind it, and is now going to its more serious testing phases where Nimona will be able to employ more people to help her teach the heart devils and people who house them, as well as generally run the whole thing smoother.
