Shadow Cloak "Raven" – A cloak that masks sound and movement of the  wearer for up to 10 minutes when the collar is attached around the neck.  The back is decorated with an embroidered bird. It is fueled off of the  wearers blood, so extended use can cause harm. -1 hp per use, leaves  small puncture wounds in a ring around the neck.

Climbing Claws – A set of claws that attack over one’s hands and aid in climbing. +5 climb checks.

Climbing Spikes – A set of spikes attached to one’s boots that aid in climbing. +5 climb checks.

Plasma Knife – A simple looking object that forms once the blade is  drawn. Easily cuts through most materials, along with monsters. +10  attack bonus.

Strong Paralysis Poison x1 – A vial of liquid used to coat arrows and  weapons. When used it causes the victim to become paralyzed for 1d10  rounds should they fail their defense. 5 uses.

You get a single wish spell, except what happens is the exact opposite of what you asked for

Weaknesses: Teverin suffered an injury some years ago and thus walks with a limp and one arm appears unusable.

He has a 'fear' of fire and seems oddly bothered by the existence of the Dragons.

He's rather stubborn on certain topics and there's a zero percent chance  someone can talk him out of his decision once it's made.

His patience is a fickle thing, certain people, behaviors, or topics can  send him into an agitated state. Further prodding might either prove to  bring forth violence or the man shutting down and ignoring all outside  disturbances. He's been taking some manner of therapy for his emotional  imbalances, and it's assumed he suffers some manner of PTSD from events  in his youth.

He's far too curious for his own good and often goes out to gather specimens to study, be it plants, animals, or even monsters.

Personality: While laid back, Teverin does have his moments and  is a rather serious man at times. He doesn't like people wasting his  time, much less being a bother and is rather swift in meting out the  appropriate punishments. He is rather paranoid as well, but prefers to  keep the topics of his paranoia under wraps and instead enjoy a nice cup  of wine, spiked coffee, or an enjoyable book. Those who know him to  find he has a bit of a reckless curiosity of the strange, and more so  with anything involving ancient technology, mutated creatures,  biological experiments. They're oh so intriguing and he's more than  interested in determining how all see to work. He's also a sufferer of  insomnia, paranoia, depression, among a few ailments, and most of which  are kept barely in check by medicine. He's also very secretive about his  own past, relations, and you'd be one lucky duck if he shared a shred  of info non-coerced.


Backstory: Teverin claims he came from a rebuilt city somewhere  outside the crater of Theis' capital, non-destroyed by Wastlanders and  Darkspawn combined, working at a lab to try and solve the problems of  the portals. He lost his parents some time before to the creatures of  the rift, and thus seeks to find a way to kill them. When he reached the  age of 20 he was appointed by the ruler of Theis' new capital state,  Caliophe, to settle some islands recently formed near the region known  as Kaeliso, which had previously been abandoned and set to ruin. He made  some arrangements with the sailors of the area to travel there,  bringing a group with him to prepare the foundations of a settlement,  and then worked to make compromises with the local Vulpos people. He  currently resides in Crow's Point as the governor.

History on Isle: He's made many advancements in terms of the city  and relations with the other settlers of the area, most important of  which is keeping the pirates at bay from killing his citizens.
