Ice doesn't remember his life before his creation.
According to the people who made him, friends of the half-elf he used to be, who contracted with the god of Death in order to bring back the soul of their friend, he was a kind-hearted and simple farmer. He has no memory of this, of course, and the longer he stayed, the more he resented the idea of being someone he knows nothing about.
And thus, he left.
He wandered for quite some time, doing what was assigned to him from visions, visits from Death, who he calls the Mother. Traveling the planet, making mostly foes. It wasn't until after he ran into Birch and Sahaqiel that he settled down in Dadra.
He stayed with the pair for a bit, gathering himself and planning his next move. It came to him in the form of learning about the political upheaval in the city of New Ciwell. And so, struck by inspiration, he headed towards the city.
He spent the first few months getting himself grounded with money, and while he was building his company, he allied himself with two of the younger detectives in the New Ciwell Police Department. In exchange for helping them clean the government leaders out of their iron grip on the city, he was to be allowed to do his work outside of the law. Their plans succeeded, ending up with one of the two detectives being voted in as mayor. As promised, he was allowed to continue building his company, which originally specialized in custom cybernetics, and later grew to encompass most household electronics on top of his monopoly of cybernetics.
This, combined with the conflict Dadra had with the neighboring country of Trasal, allowed Ice to gain more and more control over New Ciwell. Rarely do things happen that he is not aware of. In the years during and following the war, he learned of the governments experimentation and following both his piqued interest and the instructions of the Mother, began digging into what exactly they were doing, and which survivors of the programs he can bring into his company.
It's unsure of what exactly his plans are to the outside eye, but he is determined to see it through to the end, and won't let anyone get in his way.
