AGENT BRIEF
Chandler is a brilliant young inventory with proficiencies in multiple fields of engineering. He was abandoned at young age and grew up in the US foster system. He developed an addiction to books and reading which contributed to him learning at an accelerated rate. Because of his disdain for the education system of the US, he successfully tested for his GED at the age of 12. He then went on to enroll in Massachusetts Institute of Technology, where he studied multiple majors, swapping often to prolong his enrollment, until he was forced to graduate.
Upon his graduation he began working at Quark Industries as a weapons developer until he was recruited by the former Canary for a secret project. After the elimination of Canary, he worked out a new deal with Oriole in exchange for his life and is now affliated with Oriole's faction.

Chandler is not rated for field work. He is an arrogant and bratty individual who prefers to dedicate his entire focus on his numerous projects. He lacks empathy and good interpersonal skills, and it can be difficult to work with him on a team.
Chandler understand the technology behind signals intelligence gathering, and can be used as a consultant to create assistive technologies to obtain SIGINT data. However, he himself has little skill or interest in deciphering the obtained data.
One of his numerous degrees obtained at university was in computer science (with an emphasis on artificial intelligence). He is capable of developing cybersecurity measures, as well as encrpytion breaking and brute force entering systems. As mentioned before, he lacks the cool-headedness needed for field work, and panicks in high pressure situations, so his CYBINT work tends to be too slow paced to be considered a specialist.
Chandler's value is in his variety of TECHINT expertise. Engineering of any kind is his forte. He has an unexpected creativity that helps him visualize and formulate unusual but very effective solutions. With the right workshop, he's as effective an entire team of developers. He is the deus ex machina of Project:GHOST. His genius designs have solved many a problem for the research commission.

Chandler was abandoned not long after his birth and left on a church pew. He was entered into the US foster system but no investigation into his birth parents or other relatives was ever carried out.
Unfortunately for Chandler, his foster parents were often financially motivated and poor caretakers. He grew up often hungry and cold. He would often run away from home to stay in public libraries to keep warm. Due to these visits, Chandler developed a love of books and reading, and it is believed that his academic excellence stems from these early life experiences.
His self taught learning far outpaced the US school system, who did not know how to place him. Eventually, he was allowed to test for his GED at age 12, which he passed easily. He was then accepted to the Massachusetts Institute of Technology (MIT) with multiple scholarship grants.
Even at university, he continued to excel academically despite his young age. Chandler thrived in this environment that provided him with shelter, nourishment, education, and even access to research grant stipends. His enthusiasm for learning impressed his professors, and he was given special exemption to pursue multiple engineering majors at the same time. He continued to win scholarships and research grants as he pursued master degrees.
Though his intention was to stay at the university for years more, it was discovered that Chandler was running an academic dishonesty scheme and had been selling underclassmen information. His plans to pursue a PhD were cut off and he was forcibly graduated.
With no income and no nest, Chandler was forced to enter the workforce. He ended up at Quark Industries, a leading weapons manufacturer, after a small bidding war for his employment. Chandler found work to be limiting, and he was bored to the point of frustration.
Chander was approached by the former Canary, Xiao Jin, who wished to sponsor him privately for exclusive rights to Chandler's designs. Chandler, whose lack of ego meant he didn't much care for the production rights of his inventions, was thrilled. With this contract, he was able to quit working in the industry and focus on his own personal machinations. He resigned quite colorfully from his old workplace.
After a year of working for Canary, he was invited to participate in Project:GHOST. Despite the medical nature of the project, the project parameters interested him, and he accepted. In Project:GHOST he played the role of biomedical engineer, responsible for problem solving and fabricating REV-1's cybernetic spine.
When Valerie Xiao (soon to be Oriole) attacked the Project:GHOST facility in search of Canary's wife, Honma Machiko, Chandler almost lost his life. After seeing the execution of the project team lead, he surrendered and negotiated a new contract with Valerie in exchange for his life. After Valerie was intiated to the Birdcage, he was transferred there to continue his research and development projects, as well as perform routine maintenance on REV-1.

Chandler is the deus ex machina of the Project:GHOST. Prior to his initiation, there was some struggle with overcoming some mechanical designs, particular that of a sustainable power source. Using the information the P:G team learned from Maria Guiffre's paper, Chandler was able to design a blood-like replacement charged ferrofluid that acts as a sustainable and controllable power source.
Chandler was employed by Quark Industries in their weapons development department. However, he despised the corporate interests of the company and limitations that his higher ups put on him. He found the tasks he was asked to do very boring and he was very unhappy in his employment.
Chandler spent the entirety of his higher education at MIT. He had completed a Masters in Engineering was attempting to pursue a Doctorate when he was forcibly graduated suma cum laude. Chandler holds several STEM BA degrees from MIT, including Mechanical Engineering, Biomedical Engineering, Electrical Engineering, Aeronautical Engineering, Computer Programming, and Biochemistry.

Jasper and Chandler worked together closely on phase two of REV-1 for Project:GHOST. They aren't fond of each other but Jasper has a healthy respect for Chandler's engineering capabilities. The same can't really be said of Chandler, who has little respect for anyone.
Chandler is a little resentful of Jasper, after finding out that Jasper had not listed Chandler as essential personnel to be spared execution during the Oriole takeover. If not for his own quick thinking, by Jasper's orders, he would not have survived the coup. However, Chandler is far too cowardly to take an act of vengeance against the ever wrathful Jasper.

Chandler has only ever met Tien while Tien delusionally believes he is Eli, and knows Tien as "Eli". Unbeknownst to Chandler, interacting with Chandler is worsening Tien's disassociative disorder. Every time Chandler and "Eli" interact, it reinforces the idea in Tien's broken mind that he is Eli.
Chandler is blissfully unaware of this inner turmoil. For all he knows, "Eli" is his best friend, and the only one he tolerates being interrupted from his work to hang out with. Chandler is always down to go along with "Eli's" crazy ideas and pranks. Chandler designed Tien/"Eli's" signature weapon, a bladed rope weapon. (It's a yo-yo.)
