Nuri is a history professor at the top university in the country, as well as a retired councilmember for the seat of Libra. He was born in the wastelands outside the city walls, and was brought in as a young child after a military squad raided the base his family lived in. His background was often viewed with suspicion, so it was impressive that he was even able to earn a seat on the council. Regardless, he is an extremely diligent and hard working man with a strong sense of justice. He performed his job admirably, dispelling a lot of doubts about his true intentions.
A few years after he was accepted into the council, he performed a secret and highly illegal ritual, using a form of magic that was banned due to it's potential for danger. He lost his adoptive mother during his years in university, and as he was highly suspect of the circumstances of her disappearance, he took to researching and finding every lead possible. Running out of options, he turned to the illegal form of magic, based off of knowledge from books that he had read during his childhood. Halfway through reciting the spell, he was stabbed in the heart by the magic. An unfiinshed ritual could turn out disaterous, so it was lucky for him that Scilla picked up the loose ends to his spell.
The ritual split his heart, and immediately after, was taken to the hospital. The entire affair was covered up as an unknown disease from the wasteland, and due to this scandal, as well as his deteriorated health, he was made to step down from the council. The ones that knew of the details saw it as an act of desperation, and so his true intentions were not uncovered. He was offered a job as a history professor at the affiliated university, and he gladly took it. To this day, he does not know if the ritual worked.
While searching for a replacement for Libra, he is usually called in as an advisor to help run the country.
Him and Scilla are usually seen together, having heated discussions about historical events in the university's library. They often end up getting kicked out for being too loud. History discussions aside, they hang out together quite often and get along amicably provided they're talking about something else.
Due to his poor health, he tends to look pale and weak, as his heart is barely able to keep up with his body. He does excercise a lot, but it's clear to see that his physical ability has been halved. He also prefers to wear thicker clothes or cloaks as he tends to be very cold most of the time.
He's also a transgender male.

He's one of the twelve reincarnations of the original gods that ophi killed. So is Scilla. Which is why Scilla was willing to help him with the ritual. He invoked her name, but human bodies worked differently than their previous god bodies, so it was a lot more strain and stress on them.
They've always have been at risk of being arrested by the state for being a reincarnation, so they're extremely secretive with their discussions.
The way their reincarnations work is that at birth, they're just a normal baby growing up and learning, and as they grow up, they start to get small snippits of their past lives' memories, and on the day one of their past lives die, they remember it in vivid detail. Usually, they remember everything by the time they're in their mid twenties, including the language that they used to speak, which is a very ancient version of the current dialect.
Nuri has the usual baggage that you'd expect with ophi killing them an everything. It's Scilla's emotions that is a lot more twisted as she was ophi's partner way back when.
