Though he can come off as brutish and cruel, Ihalas is not malicious. He's not stupid, either, but he's far from the sharpest tool - he tends to miss implications and suggestions, and takes things at face value more often than not. Though ambitious, he's not particularly self-centered, but has a strong ideal of justice and a strong hatred of dishonesty. Ihalas harbors a special loathing for people who care only about themselves and their own goals, and who are willing to go to any extent to reach them.
Ihalas lived in Gemline with the other lesser gods, and although he was fairly critical of Narke, he didn't make any gambits for leadership or for overthrowing the other. He wasn't nearly as involved in mortalfare either, instead preferring to deal with Gemline issues. When Narke left Gemline's throne and fled, Ihalas stepped up to take the helm, becoming leader. He ruled for only a few years before Cogito demanded a vote to see which of the two would become leader - and upon losing, Ihalas was cast out of Gemline. Now he plots...?
