Personality:  Boa is very, ambitious, arrogant and prideful prick. He loves to push people's buttons and never learns from when he pushes too far, he just keeps doing it. He is an asshole to nearly every person he comes across... unless he is trying to get something from them. He doesn't listen to reason and the only authority he submits to is those he can't beat in a fight such as Cody and Haraldur. He sticks his nose into everything, always trying to gather as much information as possible in hopes of using it against someone. He can never keep a secret or shut his mouth. He can become very sadistic once he's established physical dominance over someone, often physically torturing his victim until he is stopped. Because of his lack of self control he is kept away from most of those vulnerable to his menacing. 

Other: 

Boa lost his wings in an accident while chasing a runaway dragon. He got overambitious and ruined an otherwise standard capture mission when he charged the dragon without the go-ahead (He was only meant to be backup) and proceeded on a high-speed flight chase across a countryside. During the chase the two reached a highway system where the dragon dove under an overpass in order to cut Boa of its trail. Boa lost more than just its trail when he dove under the overpass and was pinned between the bridge and a tractor-trailer; ripping his wings off as the tractor trailer dragged him across the structural beams. This video demonstrates what I mean. What little was left of his mangled wings was amputated so now he is left with only stumps. Half-dragons do not  regenerate wings or tails when they transform so this is a permanent  disfigurement.

Boa is an aggressive, antisocial, and sadistic dragon lacking all self control. Many times he was almost deemed too dangerous to keep in service. Meaning he was almost executed. He has been spared from this fate many times by his eventual bending of the knee but also because of his value, what little he has, to the organization. A large part of this is the fact he is a half-dragon, so it is expensive and difficult to produce one healthy enough to remain functioning. Being a half-dragon has also made him very susceptible to mental illnesses and genetic issues. His behavior may be in large part impacted by this. The difficulty of controlling him has resulted in him killing or injuring various assets many times. So he was assigned instead to do the filthiest of work for the USBAC, "euthanization" and the like. Boa is quite enthusiastic about his dirty work, to an overzealous point.  In order to keep him in check he is forced to stay at the main headquarters and under remain under supervision at all times. He is not allowed to leave the property without permission or an escort. The one in charge of his supervision is Cody, another half-dragon.

At one point when the organization had gotten their hands on Morgan he broke into her containment cell and instigated a fight. He nearly killed her before Cody arrived. Later on Morgan would get payback against him.

Random Notes:

-He is not allowed to have access to firearms. Or explosives. Or anything that can start a fire.

-His hair is dyed. It is naturally all black.

-He has scars all over him from various fights he's instigated. Several are directly from Cody or Haraldur.

-He moves like a snake. Especially in dragon form. Very speedy and sneaky...

-He has a special collar he must wear at all times. It's basically like those invisible fence collars given to dogs. To keep him in check when he goes to far. This collar has elastic properties so it can adjust to either human or dragon form. 

-He likes to eavesdrop a lot but can never keep his mouth shut.

-He is very tall but built like a twig so he can't put up much of a fight against anyone with muscle or skill.
